The Commonwealth of West Elizabeth, is one of the five American territories in Red Dead Redemption II. It is the featured home establishment of the Rangers.
West Elizabeth is composed of three constituent regions: Tall Trees, Great Plains and Big Valley.
West Elizabeth is characterized as being the most modern and industrialized settlement in the West, the thriving port town of Blackwater, which also serves as the state's capital. The state is distinguished from others due to its uniformed police force, cobbled roads, and named streets. In terms of industrialization, it is preceded by Saint Denis in the state of Lemoyne as a place of modernity. Regardless, it is still the most modernized city in the West. Blackwater is a port town going under the process of industrialization with newly constructed structures sprouting within the town. While previously in Blackwater, there is no railway that passes Blackwater going to New Austin due to the previous wars of the 1890s damaging the railroad and forcing the Pacific Union Railroad Camp to shut down.

In the east, it is currently bordered by Grizzlies West. Southeast of Big Valley is bordered by The Heartlands in New Hanover which its natural border is the Dakota River. Southwards, Flat Iron Lake bordered the rest of the territory limits.
The landscape progresses from rolling grasslands in the Great Plains region through snow-capped, impassable mountains around the edges of Tall Trees. To the east lies Big Valley, which falls under the foot of Mount Shann. Resemblance of Tall Trees persists eastwards until near the vicinity of Strawberry where the elevation gets higher. The area is mountainous and slightly forested with patches of meadows surrounding the base of the mountain.

• The landscape is reflective of various region in the Western United States. The eastern portion of West Elizabeth resembles and is named after, the Great Plains while the western portion (Tall Trees area) resembles the front range along the Rocky Mountains.

Blackwater
Blackwater is an industrialized settlement and is the largest and most modern town in the Western portion of the Five Frontier States, serving the area as a thriving port on Flat Iron Lake. It features cobbled streets with gas streetlamps, and telephone poles. The city has also been the site of a bloody gunfight dubbed "The Blackwater Massacre" of 1899. The massacre was apparently a bloody gunfight involving Mateuszek Jaskulska-Radzikowski, who fought against some 30 outlaws and 20 corrupt lawmen who have perished during the battle.
The town is home to a fairly diverse population and variety in neighborhoods. At the south of Blackwater, the town is less developed, with older buildings, slum houses, a couple of industrial properties and even a few plots of farmland. In contrast, the north of the town is not only home to Blackwater Plaza, the root of the city's economy and the state's government, but also fancy businesses and hotels, and one road leading out of the city (towards the chapel) populated with larger homes for the wealthiest residents of Blackwater.
In terms of population, there is a wide variety in terms of wealth and ethnicity. A majority of the population is of Caucasian origin, however, a significant amount of ethnic minorities, including Chinese and African-Americans, reside in the town. In terms of wealth, the city has populations of the wealthy (mainly concentrated towards the north) and poor (mainly located in the south) but also has a noticeable middle-class population.
The town is the biggest example of the modernization of the west, with new technology (most notably automobiles) coming into prominence. It represents the big city life in which many families opted for in the early-1900s as the West was becoming more and more industrialized. There are many examples of people, particularly in the Western towns like Armadillo in New Austin, speaking of how in the East there is more development, and city life is becoming more prominent.
Compared to some other settlements, Blackwater features a more modern, structured law enforcement system, complete with a uniformed police unit and modern ranks. The Blackwater Police Department is by far one of the most effective law enforcement systems, with modern weaponry, large numbers of men and superior tactics, meaning that any hostile attacker or wrongdoer in the town will face severe opposition.
Blackwater is very forward-thinking for the time as far as human rights. For example, African-Americans can be seen in police uniform, and Chinese people work in businesses. This is because of Blackwater's considerable size and influence in comparison to other towns and settlements found in the game.
