Rules of Engagement (ROE) Policy for the Rangers
The standard Rules of Engagement Policy stands as:
All service personnel within the Rangers are prohibited to engage any combatants or non-combatants unless fired upon, in response. Also in self-defense of other personnel and the innocent populace, the servicemen may engage a possible combatant if they are in belief that said individual poses a threat to their well-being, the safety of their unit, or the outcome of a mission.

EVALUATING AN ENEMY THREAT:
Proximity: The closer the threat, the faster the decision
Awareness: Are they alerted to friendly presence? Danger: How much damage can they do? Are they armed? Reporting Alert: 'Hostiles!' or enemy forces spotted/engaging Orient: Where are they? Compass, relative dir. Describe: What is it? Infantry? What size? Expound: Anything else that helps locate them Generalization "UNIVERSAL ROE relies on your judgement! You are authorized to kill in the protection of the innocent populace, friendly forces - to include yourself - UNDER ANY CIRCUMSTANCES Unless explicitly restricted by mission-specific rules of engagement." |
ATTACKS AGAINST THE POPULACE OR ALLIES
Any aggressive action undertaken by an aggressor towards the standing populace and allies of the Rangers will be treated as a threat towards the interests of the Rangers and will warrant military action by the Rangers towards the aggressing military forces until peace is sought or total obliteration of the enemy forces' physical buildup or will to fight.
UNPROVOKED CONFLICT
Regarding conflict initiated by an enemy against the people, unprovoked or with illegitimate circumstance, the Rangers will fully mobilize its troops and respond without prior warning to the aggressor force. Articles of Surrender or neutrality talks will be negotiated, but not until the aggressor force is dealt with.

INVASION OF SOVEREIGN TERRITORY
If a friendly/neutral-faction occupies sovereign territory of the Rangers without prior notification or with hostile intent, the Rangers, along with the United States Government will begin building-up military forces and prepare for response should military action be held by the occupying forces. Allied help and intervention may be brought in, in accordance with the standing relationships with the allied nation.

AGGRESSION TOWARDS POPULACE
The Rangers will never have any tolerance for the abuse of power and status undertaken by an organization against an unaffiliated populace. In the event of said events occurring, the Rangers will subsidize it's force and organize a response. This response will include the Rangers ordered to shoot aggressors on sight.

ABUSE OF POWERS TOWARDS THE INNOCENT POPULACE OR ALLIES
The balance of command and respect of the chain are high-priority in any setting. This draft ensures that Ranger personnel will not be commanded or be given command to serve a mission or role that is detrimental to the innocent populace.

UPHOLDING AMERICAN RIGHTS...WHEREVER
Regardless of whether the citizen forsakes their oath to the organization, we vow and are obligated by our pledge to defend our citizens and friends no matter the circumstance, cost or danger. The Rangers are sworn to protect the innocent populace, foreign and domestic. We will be ever-vigilant and will defeat our enemies wherever they present themselves, and ensure the safety and existence of our citizens at all costs.

POLICY ON ASYLUM OF FUGITIVES AND PROBLEM-INDIVIDUALS
In accordance with the morals and code of ethics, the Rangers will shelter any individual, regardless of status or warrant for a duration of five days pending an internal inquiry and external investigation regarding said individual. If the inquiry results in criminal charges against said individual as long as the charges comply with humane prisoner standards of barring and exchange, the Rangers will comply with the inquiring faction, and if the individual is being harassed by the inquiring system, actions will be taken to resolve matters with peace and civility. If not, lethal force will be authorized by security forces against aggressor forces.
DIRECTORY PROCESS
Within the Rangers, every member is held to the highest standard. If any case and/or situation, a member is being unruly or disruptive of order among the ranks, he/she is subject to reprimandation regardless of rank, status or role. All members are expected to refrain from any negative comments, remarks, related to or about an individual's race, ethnicity, color, gender, sexuality, creed, class, financial status, religion, or beliefs whether acting in an official capacity or during free time. the Rangers take personal abuse extremely serious. Such mistreatment will result in immediate punishment varying on the level of the offense committed. The same vindictive behavior will not be tolerated from command staff. Ergo, a series of checks and balances will be put in place to ensure that there is no iota of an abuse of power within the Rangers. Unless ordered by the Primary Officer himself, any officer promotion that someone wishes to usurp onto a member into the lexicon of the Rangers must be first proposed to the Command Staff. Upon further review, the promotion will be put in front of a review board and decided on whether or not to be implemented into the agenda. This same due process is to ensure a fair and equitable treatment of personnel.
Furthermore, any member, be it Officer or NCO caught abusing power or acting unruly will be put through the judicial system implicated as the rules and regulations. Everyone within the Rangers is equal under the law: regardless of history, rank, personality, sex, skin color, and reputation. A fair and speedy trial is guaranteed for all. Should any NCO or Officer be found guilty, he/she will be stripped of the position of the rank and may be subject to termination from the group. And proceed to be in front of a arbitrary board of review to determine any further course of action. The Chain of Command and the Constitution of the United States will be followed irregardless of the situation the members are put forth.
